How we handle public data.

Every figure on ChildEvaluation's data pages comes from a public government file. It is downloaded, checked, and published with its source attached. This page explains what we use, what we refuse to do with it, and where the data falls short.

Rules

What we will not do with the data

No new prevalence rates

We never divide school (state or federal), regional center, or Census figures into an autism rate for a state, county, district, or school. The only prevalence figures shown are CDC's own ADDM estimates, labeled with the communities they cover.

Suppressed means blank

When an agency withholds a count, whether to protect privacy (marked * in CDE files, x in federal IDEA files) or over data quality (* in IDEA files), we store and show it as withheld. We never replace it with zero, an estimate, or a range.

Diagnoses are never added

Regional center data lists diagnoses in separate columns, and one person can appear in several. We show each diagnosis on its own and never total them.

Regional centers stay regional

Regional center figures describe whole catchment areas. We do not split or reassign them to counties, even where a center serves a single county.

No school-level autism counts

We publish state, county, and district aggregates only. School-level rows in source files are skipped during import.

Codes are crosswalked, not assumed

CDE county codes (01–58, alphabetical) differ from federal FIPS codes. Every county is matched by exact name to the Census Bureau's county file before any data is joined.

Sources

Sources and how they are collected

Each source has its own import program. It downloads the original file, stores an unaltered copy with its checksum, checks the file's structure against the published layout, and validates every row before anything is published. A failed check stops publication and keeps the last good data in place.

Active licenses by address of recorddca.active_licenseesLicenses with status Current in the California Department of Consumer Affairs public licensee file, by license type and the county of the licensee's address of record.Counts licenses with status Current whose public address of record is in the area. The address of record can be a home or a business and is not necessarily where the person practices; it includes people who are retired from clinical work, work only with adults, or are not taking new clients. This is a count of licenses, not of evaluators available to families. Speech-language pathologists are not included because DCA's public file for that board has not been updated since 2019.
Students receiving special education (active IEP)cde.sped.total_students_with_iepTotal special-education enrollment on Census Day (CDE reporting category TA).Includes preschool-age (3–5) and adult (19–22) students with IEPs. Not comparable to TK–12 enrollment without an approved metric definition.

Students receiving special education, by program settingcde.sped.students_with_iep_by_program_settingWhere special-education students are taught: time in a regular class, a separate school or other setting, or a preschool setting.Program setting reflects each student's IEP placement on Census Day. Districts with more preschool or more students with significant needs will show different mixes, so a setting mix is not a measure of school quality.
Students with autism as primary special-education category, by program settingcde.sped.autism_students_by_program_settingProgram setting for students whose primary disability category is autism (DC_AUT).Counts students whose primary special-education eligibility category is reported by public schools on Census Day. Regional centers report for their whole catchment area, never by county.
People counted for purchase-of-service reportingdds.pos.individuals_countIndividuals Count in DDS's Annual POS Report.Fiscal year July to June. People counted are those active in January of the fiscal year or with any purchased service during it; someone who moved between regional centers can be counted at both. Pricing

How we report evaluation prices

There is no public dataset of private-pay evaluation prices, so price ranges are the least certain numbers on the site. We label them by how much evidence stands behind them.

Illustrative ranges

Editorial ranges compiled from general U.S. private-pay pricing that practices and family-advocacy organizations publish. They are not a statistical sample of Bay Area prices and are not tied to dated quotes. Wherever one appears, it is marked “illustrative.”

Observed ranges

Once we have recorded at least 5 dated prices for an evaluation type, each from a named source (a practice's published fee, a quote recorded with permission, or a published report), the range is replaced by the lowest and highest observed totals, and each observation is listed on the cost page.

What a range is not

Neither kind is a statistically representative market price. A small set of observations can miss low-cost clinics and high-end practices, and fees change. Ask every provider for a complete written estimate.

Current evidence

We have not yet recorded dated price observations, so every range on the site is illustrative today.

Limits

Known gaps

  • Census population estimates are 5-year ACS samples with margins of error. Read neighbouring counties as overlapping ranges rather than exact rankings, and do not divide school or regional-center counts by them.
  • Some CDE download pages sit behind an automated-access check. We do not bypass it. Our importer uses the direct file addresses CDE publishes, and an operator can supply a downloaded file instead. District office addresses, phone numbers, and websites come from the California School Directory, which is always imported this way, so they can be a quarter or more out of date. Each one shows the date CDE last updated the record.
  • District boundaries are imported for the nine Bay Area counties only, generalized to about 50 meters. An address within a block or so of a district line can match the neighbouring district, so the lookup tells families to confirm with the district. Joint districts administered from a county outside the Bay Area are not included.
  • District figures are published only for Bay Area counties.
  • Evaluation timeliness (IDEA Indicators 11 and 12) comes from CDE's yearly district reports, which print a rate but not how many children it covers. CDE marks small groups “not calculated,” and we leave those blank. CDE's 2024–25 report reprinted the 2023–24 Indicator 12 rates for every district, so we show them once, under 2023–24. These are compliance rates from district records, not appointment wait times.
  • Licensed professionals are counted from the Department of Consumer Affairs public licensee files for the Boards of Psychology, Behavioral Sciences and Occupational Therapy. We fetch each month's files through the same public file share DCA's own download page uses, check each file against the fingerprint DCA publishes with it, and check our totals against the counts file DCA posts beside it. We skip a month until DCA has posted that month's files. We count licenses marked Current by the county of the address each person registered with the state, which may be a home rather than a practice; about one in seven occupational therapists in California gives no county and appears only in the statewide total. We never publish names or addresses from these files. Speech-language pathologists are missing because that board's public file has not been updated since 2019. A provider's card shows a license only when the organization's own website names the clinician, the state file has exactly one current license under that name, and either the clinician's federal NPI record lists the same number or the practice is named for the clinician. We recheck every one of those licenses against each month's file.
  • Regional center caseloads come from DDS's Monthly Consumer Caseload reports. DDS replaces counts of 1 to 10 people with “1-10”, which we leave blank, and builds its statewide totals by rounding each of those cells to the nearest ten, so totals are approximate. We start in June 2022, when DDS adopted the current layout. Every file DDS posted from November 2022 through April 2024 repeats the June 2022 report, so those months are missing rather than estimated. In the August 2025 report, DDS's statewide total for active consumers under 36 months is slightly higher than its regional center rows allow; we show both as published.
  • Regional center spending comes from DDS's Annual Purchase of Service Reports for fiscal years 2023–24 and 2024–25. It covers services bought from vendors, not regional center staff time. Per-person figures divide by everyone DDS counted, including people with no purchases, and are not adjusted for age or need, so they are not a measure of how well a center serves families. DDS suppresses small groups, and it changed how race and language were recorded during 2024–25, so it advises caution comparing those groups across years. Someone who moved between centers can be counted at both.
  • Federal IDEA counts come from the Department of Education's state files. Iowa's autism counts are withheld for data quality in every year we import. Some states report preschool children without a specific disability category (New Jersey has reported zero preschool autism since 2022-23), so we compare states on school-age counts only. The national total includes outlying areas, the freely associated states, and the Bureau of Indian Education.
  • CDC ADDM estimates are copied from CDC's published data tool. They lag the present by several years, and the communities monitored change between cycles.
